Camille Robinson serves as a Civil Rights Specialist for the Resource Center Civil Rights
Team. She provides technical assistance for all of the Civil Rights core Program areas with a focus
on Contractor Compliance. Prior to joining the Resource Center, she worked in the Kentucky Division
as the Civil Rights Program Manager. 2018-2019, Camille provided oversight in the Kentucky Division
for both Civil Rights and Right-of-Way. Camille also teaches a National Highway Institute (NHI)
course, Instructor Development Course (IDC) for Web Conference Training (WCT). Camille has a
certification in Diversity, Equity and Inclusion from University of South Florida. She holds a Master
of Public Administration with a concentration in Human Resources Management and a Bachelor of
Arts degree in Criminal Justice from the Kentucky State University, and actively involved in various
FHWA Workgroups.

J. Todd Webb is an Americans with Disabilities Act (ADA) Program Analyst in the Federal Highway Administration (FHWA) Office of Civil Rights. In his role, he supports the National ADA Program, ensuring that individuals with disabilities have an equal opportunity to use the public rights-of-way in the transportation system. His responsibilities include assisting with the intake and closure of ADA/Section 504 complaints and providing technical assistance to Civil Rights Specialists.
Before joining FHWA, Mr. Webb was the ADA Title II/Section 504 Coordinator at the Delaware Department of Transportation (DelDOT). In that role, he managed the statewide ADA program for DelDOT. His responsibilities included monitoring the public right-of-way transition plan, investigating and reporting on external ADA/Section 504 complaints, providing ADA technical and programmatic guidance during all phases of projects, and monitoring DelDOT’s services, programs, and activities ensuring that individuals with disabilities weren’t being discriminated against. In addition to that role, he also served as the Project SEARCH at DelDOT Business Liaison, which is a school to work transition program for young adults who have intellectual and developmental disabilities. Mr. Webb also served as the Chairperson for the State Council for Persons with Disabilities in Delaware where he worked with disability advocates and State agency policymakers to ensure that individuals with disabilities were empowered to become fully integrated within the community.
Throughout his nine years with DelDOT, Mr. Webb held several positions, which included ADA Compliance Specialist, Land Surveying Specialist, and Highway Construction Inspector. He served on the Standard Construction Details Committee, Pedestrian Accessibility Standards Committee and Advisory Council on Walkability and Pedestrian Awareness which focused on reducing pedestrian deaths within the right-of-way. Prior to becoming a public servant, Mr. Webb started his professional career in the construction industry as a designer and project manager. Mr. Webb received a Bachelor of Arts in Education from Coastal Carolina University.

Rights Specialist since 2010, where he performs work in various civil rights areas,

Colorado. Patrick Gomez is the Team Leader for the FHWA Resource Center’s Civil Right Technical Services Team and has served as a Civil

Mr. Gomez, a seasoned instructor, has given hundreds of ADA and other Civil Rights presentations in person and via webinar/
videoconference throughout the United States to thousands of public and private employees. Mr. Gomez attained his undergraduate degree
(B.A.) in Political Science from the University of Nevada Las Vegas (UNLV); and Juris Doctorate (J.D.) degree from Cleveland State University/
Cleveland-Marshall College of Law.
Before beginning his career at the FHWA, Mr. Gomez was an attorney at the Colorado Attorney General’s Office; Civil Rights Manager and
Legal Unit Manager at the Colorado Department of Transportation; and served as the Executive Director of Human Resources at the
Community College of Denver.

Janet Marie Hayes is a Civil Rights Specialist with the Federal Highway Administration (FHWA), Resource Center Civil Rights Team. In January 2009, David began his career with the Federal Highway Administration (FHWA) as a Civil Rights Specialist, serving the FHWA Massachusetts and Rhode Island Division Offices. Since March 2018, David has been a DBE Program Analyst for the FHWA, Office of Civil Rights (HCR). Over the past six years, David has made numerous contributions to improve practices in both the DBE and OJT Programs. Through his work, David has developed a variety of tools, many of which have been adopted by the USDOT. Most recently, David assisted in revising the DBE Program regulations that were part of the Final Rule published on April 9th , 2024.

He has written about, debated, panel discussed and presented on Title VI Nondiscrimination in Transportation and other transportation related conferences and symposia.
Dumbuya is a product of the two most prestigious HBCUs in the world – Fourah Bay College (FBC), University of Sierra Leone and Howard University - with degrees in Political Science, International Relations, and a Post Graduate Diploma in Education.

Martha is the Federal Highway Administration’s National Disadvantaged Business Enterprise (DBE) Program Manager. In this position she develops policies and advises Division Offices on all DBE program areas; works with the U.S. Department of Transportation on drafting and reviewing regulations; and advances national program initiatives.
Martha’s job duties have recently expanded to managing the Office of Civil Rights Workforce Development Division, managing the Contractor Compliance, On-the-Job-Training, National Summer Transportation Institute, and Supportive Services grant programs.
Prior to joining FHWA, Martha was the Director Civil Rights Division at the Indiana Department of Transportation. In this position she supervised and managed all of the agency’s civil rights programs. Also for the State of Indiana, Martha was Deputy Director for the Indiana Civil Rights Commission where she directed investigators and staff attorneys in the investigation and litigation of employment, housing and public accommodation civil rights complaints. Martha has litigated civil rights complaints in both administrative forums and in state courts.
Martha spent time in the private sector representing plaintiffs in Section 1983 actions for deprivation of civil rights. She also worked for the City of Chicago Corporation Counsel where she developed and advised city departments on contractual issues, including the city’s MBE program.
Martha received a J.D. from Northwestern University School of Law and is licensed to practice law in Illinois, Indiana and the District of Columbia. She received a B.A. magna cum laude from Albion College (Michigan) with a double major in English and Economics where she was a member of Phi Beta Kappa. Martha also received a Master of Arts degree from Xavier University in Cincinnati, Ohio where she focused on early twentieth-century literature.
Martha is licensed to practice law in Illinois, Indiana and the District of Columbia. She grew up in Michigan and spent most of her adult life in various cities in the Midwest such as Chicago, Cincinnati, Kansas City, and Indianapolis. She is married with three grown children.
